dualspecProblem: There's a dragon causing trouble for huge swathes of the nation, and people that try to approach its liar from the front have a bad habit of getting incinerated.
Solution: Establish a route to sneak up behind it.
Todoroki has managed to progress pretty far on his own, but there's limits to what anyone can accomplish without help. Riding from one town to the next on roads that are well-traveled and moderately patrolled are one thing. Navigating a dense forest he's never even heard of in his life to search for an old tunnel system that may very well have collapsed? That's trickier.
But fortunately, he's not alone - only metaphorically right now, but soon to be literally. He guesses something about him stands out because it hadn't taken long for a local to recognize that he was from 'the city', and even less time after that for said local to suggest he not attempt the rest of the journey alone. Fair enough, and while Todoroki can be stubborn (not that he thinks of himself that way) he's far from stupid. Maybe a little distractable, though; his attention starts to periodically wander in a particular direction as he draws near the town, and continues to periodically wander the whole time he's there.
It doesn't keep him from his task, however. He asks for and receives suggestions for a guide, but whoever this Midoriya fellow is he isn't available the second Todoroki gets into town - which is both fine and makes sense, considering it's the early evening and it's not like Todoroki is setting out right that second. Early the next morning, though? Early enough that it's still both dark and chilly-even-for-autumn outside? Yeah, that sounds reasonable, though the local that promises to pass on Todoroki's proposed meeting time and place doesn't necessarily agree.
Even so, Todoroki gets up early the next morning, eats breakfast, and waits, standing outside the inn with nothing but himself and his travel pack. He'd been advised against trying to navigate deep into the forest with a horse, especially so close to the mountains, and so he's left her in the care of the inn for at least the day.
Man, he's sleepy. He hopes this Midoriya person shows up soon.
